KEY QUALIFICATIONS AND
EXPERIENCE

17 years' International experience in the application of
the Project Cycle Management (all phases, in particular
M&E) with a participatory approach in the fields of
Environment and Socio-Economic Development at project,
programme and policy levels. Progressive responsibility has
been held from the position of Agronomist to the position of
Team Leader and Chief Technical Adviser. His key
qualifications include: Natural Resource Management,
Community-based Rural Development, Food Security,
Participatory Planning. He has collaborated with Italian
Universities in research for the integration of economic and
environmental data to construct biodiversity indicators and
to evaluate the environmental sustainability of development
projects. He has knowledge of the EC/EDF, FAO, IFAD and
UNDP/UNOPS administrative and operational procedures. He has
been Project Cycle Management and Logical Framework Approach
Trainer at the European Community, EUROPEAID Helpdesk and
Training Office in PCM, Budgetary Aid and Sector Approach,
with responsibilities of redesigning the PCM course
materials using adult learning tools techniques and
approaches. He is familiar with EDF-funded Micro-projects
Programmes.

PROFESSIONAL RECORD

December 02 - December 04 - Chief Technical
Advisor for UNOPS/Government of Vietnam, within the Rural
Income Diversification Project in Tuyen Quang Province
(budget 30.4 millions USD of which 20.9 Millions USD as an
IFAD loan). The CTA assists the Provincial Government in all
aspects of project implementation, in successful practices
and processes for community participation, gender
mainstreaming, participatory project planning and
implementation, and sound project management compatible with
the requirements of a internationally funded development
project.
June 04 - Facilitator, for Satec International
Development, EC-funded Pan African Programme for the Control
of Epizootics (PACE). Budget € 77 million, 5 years, 30 West,
Central and East Africa countries. Moderating the 4th Annual
PACE Coordination Meeting held in Yaoundé, Cameroon.
Assisting the 30 PACE National Coordinators to develop a
harmonized logical framework for each national component for
the proposed 2 years extension phase of PACE.
