Project Leader, Voter Education, February 1999 – June 1999, International Foundation for Election Systems, Armenia.
Responsible for liaison with Central Election Commission for the design, publication, and implementation of Election Officials Guidebooks and Training. Published Guidebooks based on new election law for Regional Election Officials, Precinct Election Officials, and Community Heads. Produced series of regional training programs that instructed 80% of all Precinct Chairs, over 1100 people, in a five-day period immediately preceding the National Assembly Elections. Authored, and had officially accepted, the first Armenia Code of Conduct for Election Officials.

Project Leader, Voter Education, October,1998 - February,1999, International Foundation for Election Systems, Kazakstan
Responsible for initial program of League of Women Voters plan for Presidential Debates and Voters Guide. When decommitment to elections occurred, redesigned plan to reach non-partisan Non-Governmental Organizations with the United Nations ACE Project (Administration and Costs of Elections Project).

Election Advisor and Publisher: First Cambodian Non-Partisan Voters Guide, The Asia Foundation, March – August 1998.
Responsible for coordination of design, data collection, and publication of 39 political party platforms in the Khmer language. Led project management staff of 10 Cambodian NGO, including training and development.
