Summary
Dmitry
Ershov holds a first university degree in natural
sciences, a Ph.D. in physics and mathematics (geophysics), a second
higher
education degree in Economics and a MS degree in Public Administration.
His
first assignment was with the Meteo Center of the USSR – the
leading national
institution in weather forecasting where he specialized in mathematical
modeling and programming. He then was selected for 2,5 years course at
the
Russian Foreign Trade Academy (department of World Economics and
Multilateral
Organizations) of the Ministry of Foreign Economic Affairs of Russia.
Intensive
courses on management, finance and marketing in 1993 and Harvard
Business Case
Course in 1992 contributed to his economic education and knowledge of
the
business sector. He then worked for about 6 years in banking and
finance
dealing with financial analysis, risk management, corporate finance,
management
consulting and investment projects management. His qualification had
been
considerably enforced during French Government Grant-Holder internship
program
of l’Institut International d’Administration
Publique (IIAP) in 1994-95
followed by the probation at the Caisse Nationale de Crédit
Agricole where he
dealt notably with management of projects funded by IFIs. Later he
assumed the
responsibility of Deputy Fund Manager of Smolensk Regional Venture Fund
of the
EBRD (1996-98) including wide range of investment project management
including
screening, due diligence, deal structuring, measuring and managing the
value of
companies, post investment monitoring, benchmarking, control and
reporting.
In 1998
– 2000 he worked for Russian private companies
and he concentrated mainly on business development, investment planning
and
budget control. He has thus acquired a broad experience in private
sector
development, in investment projects management and business evaluation.
In 2001
– 2004 he was supervising Technical Assistance
projects implementation for Economic Reforms and Private Sector
Development in
Russia funded by the European Commission (Efficiency of Insolvency
Procedures,
Enterprise Restructuring Facility, Reform of Auditing, SME Support,
Corporate
Governance Facility, Antimonopoly legislation, etc.). He was working in
close
cooperation with Russian ministries and governmental institutions
(Ministry of
Finance, Ministry of Antimonopoly Policy and Support to
Entrepreneurship,
Ministry of Economic Development and Trade, Federal Service for
Financial
Rehabilitation, Federal Commission for the Securities Market, etc.) and
with
NGOs (Russian Union of Industrialists and Entrepreneurs, Agency for
Small
Business Support, professional associations). He coordinated complex EU
technical assistance projects in Russia with other donors (USAID, DFID,
World
Bank, EBRD, bilateral prorgammes). He participated in preparation of
tender
dossiers, in evaluation of tenders, in drafting contractual
documentation and
in evaluation of results of the projects.
In 2004-2005 he
worked for the Russian National Agency
for Direct Investments dealing with investments promotion to the
regions of
Russia and with regional investment funds management.
