ELECTORAL AND VOTER EDUCATION EXPERIENCE

(Indonesia) August 2003 - July 2004
Voter Education Advisor (UNDP) to the Indonesian National Election Commission (KPU). Managed all activities related to the Programme Component on Voter Education and Information, working closely with key programme stakeholders (Government, KPU and UNDP). Duties included providing management support, advice, and the development of core contents and information products to the KPU. Responsibilities included management of all grants to civil society organisations relating to voter education and information activities.

(Indonesia) June 2003
Team Leader of the Project Appraisal Mission of Support to the 2004 Elections in Indonesia. Responsibilities included developing a detailed funding proposal for EC Support to the 2004 elections to confirm the overall design of the EC support Programme; prepare a gender assessment of the proposed programme; provide an analysis and recommendation for EC visibility in the proposed programme; draft Technical and Administrative provisions related to the future arrangements/contracts; review the Technical Assistance needs of KPU in election reporting and in training of KPU staff on election management; and verifying the design and delivery mechanism of proposed programmes by NGOs to be supported by the EC for voter information and education and for domestic monitoring.

(Cambodia) November 2002 - February 2003
Training and Civic/Voter Education Expert to the National Election Committee. Participated in the drafting of the registration Training Manual for Commune Clerks; participated in the training of the NEC's mater trainers; and advised on the content and design of the NEC's voter education programme for the registration.

(Yemen) July - November 2002 / March - May 2003
Voter Education Expert. Designed and implemented the Voter Education programme for Yemen's Supreme Commission for Elections and Referenda (SCER) as part of the UN Technical Assistance Project for the Registration and Election periods.

(Cameroon) March - May 2002
Lead Training Consultant. Conducted a Training of Trainers Programme for the National Elections Observatory (ONEL). Wrote the training manual; conducted the training of 116 master trainers in both English and French in 4 provinces; supervised the training of monitors; advised ONEL on reporting procedures.

(East Timor) May - October 2001
Senior Civic Education Advisor to UNTAET. Assisted the Civic Education Unit of the United Nations Transitional Authority of East Timor and the National Steering Committee for Civic Education in the development of training programmes and materials for national trainers. Advised on the content of civic education messages, the development of effective information materials, and the strategy for maximizing the communication of this information to the population. Assisted in monitoring the quality of civic education training and information activities in the districts and in advising the national team.

(Yemen) June - Deecember 2000
Voter Education Consultant to Yemen's Supreme Elections Committee (SEC). Designed, managed and implemented an eight-week voter education baseline survey targeting the pre-registration period. The aim was to gauge the needs of the electorate, their understanding of the process, and the areas in which their participation can be encouraged. The output was to provide the SEC with concrete results of field research to enable it to carry out target and subject oriented programmes for itself in the future.

(Ghana) March/September 2000
Civic Education Consultant. Designed a curriculum for a 6-week civic education course for 11-14 year olds in junior schools in Ghana. Undertook a one-week training of teachers in Accra and Kumasi.

(Tanzania) January/May 2000
Voter Education Advisor to the National Electoral Commission (NEC). Provided technical assistance to the 'media, research and statistics' department of the Tanzanian national electoral commission. Undertook an evaluation of previous voter education work and an assessment of their future plans and designed a proposed voter education and information programme for the 2000 elections.

(Yemen) July - October 1999
Voter Education Consultant. Designed and implemented a voter education and awareness programme for women and illiterate voters in co-operation with the Yemeni Supreme Elections Committee (SEC) in preparation for the presidential elections in Yemen. Was based in Sana'a but travelled extensively throughout Yemen.

(Indonesia) May - July 1999
Civic Education Advisor. Member of the EU Technical Assistance Team sent to assist the Indonesian elections. Responsibilities included assessing the activities of the national Indonesian NGOs involved in voter education and election monitoring and assisting them in the formulation of their future activities. Was based in Jakarta but travelled extensively throughout Indonesia.

(Yemen) November 1998
Project Manager of Capacity Building for Yemen's Parliamentary Committees. Led a team that gave training to the Chairmen, members and staff of four of Yemen's parliamentary committees.

(Yemen) December 1998
Head of a Needs Assessment mission to Yemen's Supreme Election Committee (SEC). Undertook a comprehensive needs assessment of the SEC and proposed areas of potential funding for international donors.

(Cambodia) February-August 1998
Voter Education Advisor to the National Election Committee in Phnom Penh. Voter Education Advisor to the National Election Committee in Phnom Penh. Member of the European Commission's Technical Assistance Mission of Support for the Democratic Process in Cambodia. Was responsible for advising the National Election Committee on all aspects of voter and civic education both for the registration and the election. Duties included designing and implementing the entire national voter education programme of the Cambodian National Election Committee for the registration and the election.

(Uganda) November 1997
Voter Education Consultant to the Ugandan National Electoral Commission. Provided training for the members of approximately 10 Ugandan Non-Governmental Organisations (NGOs) on the various techniques available for voter education.

(Federal Republic of Yugoslavia) September-October 1997
Head of Observer Logistics Support Unit of the OSCE in Belgrade set up to observe the elections in the Federal Republic of Yugoslavia (FRY). Responsibilities included co-ordinating and planning the logistics of the entire observation mission and introducing and implementing a deployment plan for approximately 150 short-term observers.

(Liberia) June-August 1997
Medium-Term Observer for the European Commission sent to observe the elections in Liberia. Was responsible for the capital, Monrovia. Duties included monitoring the registration and exhibition periods; observing the polling and the count; and setting up the deployment plan for the Short Term observers deployed in Monrovia.

(Yemen) February-June, 1997
Civic Education Consultant. Introduced and implemented a voter education and awareness programme for women in the southern Yemeni Governorate of Hadhramaut. Was also an accredited observer of the Yemeni elections and observed the conduct of the elections in Shibam and Tarim in Wadi Hadhramaut.

(Mali) April 1997
Short Term Observer on the British Foreign Office team sent to observe the legislative election in Mali. Responsibilities included the supervision of the conduct of the elections and the counting of the votes in the capital Bamako.

(Bosnia) September 1996
Short Term Observer on the British Foreign Office team sent to observe the Bosnian elections under the auspices of the Organisation for Security and Co-operation in Europe (OSCE). Responsibilities included supervising the conduct of the elections and the counting of the votes on the Bosnian and Serb sides of Gorazde.

(Gaza) January 1996
Medium-Term Observer on the British Foreign Office team sent to observe the Palestinian elections held in January, 1996 under the auspices of the European Union. Responsibilities included supervising the electoral process, the conduct of elections and the counting of the votes in the Deir el-Balah area of the Gaza Middle District in the Gaza Strip.
