Description Contracted directly
by the European Commission to set up and be responsible for a permanent
office of the European Commission in Uzbekistan providing programme and
project implementation and management support as well as information.
Responsibilities included provision of technical
assistance in the preparation of Country Strategy Papers, Indicative
and Action Programmes through preparation of sector reviews and/or
special studies on thematic areas. Political and economic reports were
compiled monthly or more frequently as necessary. Participated in all
programming, project identification and follow-up missions. Europa
House also provided a central logistic support and management facility
for the Small Projects Programmes of Tacis in the country as well as
TEMPUS.

Description: Was responsible for
the Tacis Coordinating Unit in Uzbekistan located within, and advising,
the Cabinet of Ministers on its utilisation of Tacis grant funding (29
M€ for 1998-99 and 15 M€ for 2000-1) and for project
identification, programming and implementation in all sectors.
Tasks included the identification of, and liaison
with, local partner organisations, both current and potential, and
formulation of strategies and programmes in conjunction with those
partners.
Responsibility for the sectors in which Tacis
operates in Uzbekistan was shared between the two expatriate team
members working with nine government officers. The Team Leader had
specific responsibility for the agricultural, rural development, small
medium enterprise and the financial and privatisation sectors. The
identification of projects, writing Project Fiches and drafting Terms
of Reference for projects in these sectors was also carried out. In
addition, co-ordination with other international donor agencies was an
important component of the work.
Regular communication with officials of the
European Commission took place almost daily, and even more frequently
with senior officials of the Government of the Republic of Uzbekistan.

Description: Resident monitor
for Tacis projects based in Uzbekistan. Set up the Tacis monitoring
office in Tashkent and recruited and trained local staff. Monitored and

Uzbekistan and Kyrgyzstan together with projects in other sectors
including liaison with local beneficiaries of these projects.

Description: Responsible for an
EU-Tacis project designed to Improve the Supply and Distribution of
Meat, Milk, Fruit and Vegetables and Animal Feed in the Odessa Oblast.
The resident team comprised six multinational EU long-term experts
together with fourteen short-term consultants. Work carried out
included short-term technical assistance together with training
programmes. A regional action plan was formulated including feasibility
studies to international banking standards and further project work was
identified.

Description: Reviewed maize
marketing and processing on an African Development Bank funded study,
making recommendations on the future structure of the monopolistic
National Maize Corporation and the privately owned processing facility
which it leased. An analysis of mill efficiencies and a comparison with
the South African milling industry was made. Smaller, privately owned
processing plants were examined and their economic potential assessed.
Advised on regional storage silos, strategic maize supplies and made
recommendations on the liberalisation of maize processing.

Description: With a mandate to
improve profitability before privatisation, was wholly responsible for
a parastatal, vegetable oil mill producing cooking oil, margarine,
soap, and animal feed. Led a team of six expatriates and turned loss
into profit within eighteen months of a three-year contract. Major
plant rehabilitation was carried out using internally generated funds.
The labour force was reduced to 450 from 700 employees.
Prepared tender documents, evaluated international
bids and negotiated contracts for raw materials exceeding USD 12
million per annum, arranging the financing of the same through local
and international banks.

Description: Provided a

and sheep) and the processing plants required, together with estimates
of volumes and costs of likely imported ingredients for the Great Man

Description: Responsible for the
development of rural agro-processing industries in the whole of
Northern Nigeria with a team of five Nigerian graduate engineers on a
World Bank assisted project. The project assisted clients to establish
viable businesses by identifying opportunities, providing feasibility
studies, business plans, plant layouts, equipment specifications and
operator training especially for small and medium sized plants. Some
small-scale, appropriate technology plants were designed and produced
including those for tapioca, sugar, vegetable oil (palm oil, groundnut
and sunflower oil) and grain milling.
